Both Isreal and the US investigations determined it was simply a case of being mistaken for an Egyptian ship (a belligerent nation in the 6 days war) and Isreal apologized. I don't see the big deal...

Minor point - the ship that the Israelis "misidentified" the Liberty as was on the other end of the Suez Canal (and had been for two years or more) at the time.
