Can anyone identify what this part is, what it's for, and what it fits on ?

My Uncle recently passed, and I inherited some of his stuff.

I think it is some type of scope mount, but what does it go on ? Any help appreciated!

Now, now, let's be fair..........

It's completely useless for any kind of scope, but it can kinda work with a big moa type dot at short range.

Or just save time and aggravation and pin a mount to the receiver.
