    It's largest percentage. If it's raw numbers Texas is #1. States like South Dakota have 400k people in the whole fucking state and 100k of them are registered hunters. Yeah by percentage of pop it's more, but we have 17 times more registered permits here.

    Easy to have such a high percentage when your state population barely tops 1M people, and its generally a rural, mostly conservative / libertarian state. They probably also have a lot of public land, compared to Texas making it easier for the average Joe to get a license and head afield.
