Bill to repeal pistol permit headed to governor, but but...

"SB 41 doesn’t just scrap the state’s pistol purchase permit system, which was put in place back in 1919. It also changes state law to allow licensed concealed carry holders to lawfully bear arms in churches and other religious services held in private or charter school settings. [Gov] Cooper has vetoed similar bills in the past, but thanks to legislative victories last November Second Amendment supporters should have the votes to turn the bills into law over his objections."

Gov Cooper wielded his red pen and nixed the legislation, setting up a showdown in the legislature. Republicans hold a veto-proof majority in the state Senate, but are one vote shy in the state House.

Second Amendment right returned to NC residents.

For the first time in more than a century North Carolinians planning on purchasing a handgun no longer have to ask permission and obtain a permit from county officials beforehand,...The repeal of the pistol purchase permit statute went into effect immediately, much to the chagrin of the sheriff of North Carolina’s most populous county.

Next up should be to improve timely issue of CHL and other 2A issues in future legislation or court action.

Constitutional carry bill set back until 2025:
During the session, House Speaker Tim Moore said he was removing the bill from the calendar and returning it to the Rules Committee, which means it failed to pass the House before Thursday’s deadline to move bills to the other chamber.

Why Moore took this action is unclear, but Senate Leader Phil Berger (R-Rockingham) told reporters that the earlier repeal of the pistol purchase permit – which was accomplished by overriding a veto by Gov. Roy Cooper – was perhaps enough new gun laws for now.

And by not bringing HB 189 up for a vote in the House before the Thursday deadline, Moore has effectively killed off the legislation for next year as well. Under North Carolina’s two-year system, any bill that failed to pass out of its chamber of origin by the end of business yesterday cannot move forward until 2025, so HB 189 looks to be on ice until then.

If it requires "training", it is not constitutional carry.
It will take voters and legislature in NC a few years to come around to the right to own/carry arms without a government permission slip. Texas passed CHL in 1995 but it took until 2021 before we had constitutional carry without training. It takes forever and many elections to get to our 2A right.
