Welcome to TGT. I believe it is legal to purchase a long gun out of state as far as federal law. Maybe Maryland has some restriction against it, or maybe it's a Bass Pro policy. Here is what the feds say:
Under federal law, individuals can lawfully obtain a long gun from a seller or transferor in another state, provided that:
- Both parties meet in person to conduct the sale or transfer.
- The sale or transfer is conducted by, or through, a licensed dealer, pursuant to a background check and other requirements.
- The sale, delivery, and receipt of the long gun fully comply with state law in both parties’ states of residence.
That's buying from someone in another state, not making the actual purchase while in a state that you don't live in.

Basically, but it is subject to the laws of the state you and the FFL are in, and the state you are from.My understanding is you can buy a long gun in any state, handguns are different.
A person may only acquire a firearm within the person’s own State, except that he or she may purchase or otherwise acquire a rifle or shotgun, in person, at a licensee’s premises in any State, provided the sale complies with State laws applicable in the State of sale and the State where the purchaser resides. A person may borrow or rent a firearm in any State for temporary use for lawful sporting purposes.
