    If you look at, and zoom in on the map, you will see that there are not many areas that aren't eligible for the tax credit. They used the term "low-income" and obfuscated the criteria for determining it's application in hopes that most people would just walk right past the point that it meant everywhere. Looks like it worked.

    It probably technically is "low income". So just like Elon Musk, or Tim Cook, if their official "salary" is $1.00 and the rest of their compensation is in stocks, bennies, and other forms of income, they're technically "low income". I recall an urban legend whereby someone won the lottery and chose the 30-year annuity and because they worked part time to pass the time made less than $20k per year for their salary and qualified for welfare such as food stamps, housing, cell phone, and utility bill assistance. It was only years into his annuity that someone finally caught on that he was taking welfare but also a millionaire. I think it was in michigan?

    Regardless, if you're a billionaire living near other billionaires and possibly retired earning interest only, your technical income as gauged by welfare and the government qualifies as "low income". Best way to garner business for your passive income that doesn't count against your welfare benefits; if I owned a charging station company (or just started one) and could get a few hundred million to install a couple chargers for my billionaire friends I'd do it.
