Had to create a 4 star billet for him, so mostly political theatre, USMC rates one four star by force levels and that is the Commandant!
That said he may be a great leader!

Speaking of Generals, here is something interesting. A brand new 2nd Lieutenant has a higher base pay than a 3 or 4 star General with less than 20 years service.
