Proponents argue that operators of vehicles, for example, must have liability insurance, so gun owners should as well. Those who take safety courses, have fewer and safer weapons, and store them securely could get lower rates than those who did not, they say.

As noted in other posts, this is comparing apples to oranges. Driving is a privilege, owning guns is a right. This is the same bullshit legislation that the Peoples' Socialist Яepublik of Kalifornia is trying to pass with their Gun Violence Liability Insurance proposal. If any of this shit gets close to passage, it will be contested in court, most likely as a violation of the 24th Amendment.

Gun ownership is not like driving a car. One is a RIGHT, the other is a privilege.
Freedom of movement, aka "travel", is a right. I would argue that a car is just a highly effective tool for exercising my right to travel, just the same as an AR15 is a highly effective tool for exercising my 2nd amendments rights. I realize this concept is a bit too freedom oriented for most folks, however... Also note that it is your state that currently regulates your driving, not the federal government. Big difference many people seem to forget.

If they can make you buy health insurance, they can make you buy gun insurance. Welcome to the Union of America Socialist Republic, comrades.

If you're a male aged 17-45 you're already in a militia. Just not a very well regulated one ;)

"A militia, when properly formed, are in fact the people themselves ... and include all men capable of bearing arms."
Richard Henry Lee - Senator, First Congress

That looks pretty straight-forward to me. Stated in plain, simple English, showing exactly what was meant by "militia" in the Second Amendment.

He was quoting the Militia Act of 1903, which can be found in United States Code 8 section 311 if I remember right.
