See, the reason it never took hold here in the early 20th century (despite the best efforts of people like Woodrow Wilson) is because socialism requires a peasant class in order to be attractive to the masses. Downtrodden, poverty-stricken, uneducated rubes who aren't smart enough to see through the scam and can form the body of a "socialist revolution", so the masterminds who will be the "political elite" can be swept into power. That's how it worked in Russia, China and Cuba, just to name three examples.

So they introduced welfare and food stamps, complete with "gotcha" rules to keep people who are unfortunate enough to need that assistance from ever being able to wean themselves or their children off of it. If you're on government "assistance" and get a job? Not only do they end your benefits effecive immediately, but they may even demand that you pay money back to them. Of course we're all familiar with the family-breaking rules: If a woman has kids, she gets increased benefits to support them. Unless she marries the kids' father, in which case they're penalized. Try to reform this system so it's a leg up instead of a handout? You're painted as wanting to destroy the program completely and throw these poor unfortunates out on the street. Reward people for working? You racist fascist! How dare you expect people to want to better their lives...

Why would they make this "assistance" a trap? To create a dependent, peasant class trapped in high-crime neighborhoods with crappy schools, so they can push socialism down the throats of the poor until it sounds like a good idea. It was a multi-decade strategy, and if you look around you'll notice it's working. Somewhere Kruschev is laughing his ass off.
