Hollow point / expanding bullets were returned to the DOD's Law of War Manual around 2015. For over 100 years, it was assumed that hollow points/expanding bullets were banned by the Hague Declaration and the Geneva Convention for international warfare. Further review of regulations and definitions determined that hollow points can be used.
