    Seems Thomas is already signaling in his mind the National Popular Vote Interstate Compact (NPVIC) is already DOA. Expect calls for him to recuse if it ever gets to the court.
    With Roberts acting the way he has been, I would not say this is DOA at all. Could go 5-4 the wrong way.

    He does not have to recuse for what he writes in a related opinion.

    I thought this was about state electoral votes being made in total from individual states.
    An all in for one candidate, no split votes.
    So for instance, if a state’s rural voters tend to be for the Republican candidate and the city folks are for the Democratic candidate, all electoral college votes go to the Democratic candidate because the most votes were from the city folks.
    All electoral votes. The rural folks get no representation. Actually they become democratic votes.

    Haven't read the current laws on it recently.
    To me, it seems like having having the delegates come from the Congressional districts, they should have to vote the popular vote of that district. But the Democrats would cry foul. The maps I recall show them losing most of America last election.
    No matter how it's done, someone will cry foul anyway.

    The fact that they can punish a faithless elector means that the elector can still vote his/her/its conscience otherwise there would be no punishment.
    At the risk of repeating myself:
    "A unanimous Supreme Court ruled Monday that presidential electors can be required to cast ballots for the candidate who wins their state’s popular vote, reducing any Electoral College uncertainty as the U.S. heads toward a contentious election in November."
