Big difference between migrant workers and criminal interlopers.

From the read, they were identified as migrant workers traveling on a bus with international registration. They are here to pick crops we plan to eat. It's legal and necessary 'cause us 'mericans won't work that hard for the money they make.

So, they had their jobs before legally entering the country and "promise" to go home when the job is complete.
