The department ruled that white voters in Kinston will vote for blacks only if they are Democrats and that therefore the city cannot get rid of party affiliations for local elections because that would violate black voters’ right to elect the candidates they want

Jeez... another literally unbelievable action from the current Administration. These folks believe that any action or end justifies the means and are taking action to back that up.

The worst part of the ruling is that the City must have a GOP and a Democrat on the ballot.

So...
If you have a Republican, Independent, and a Librtarian then the election would be null and void as they did not have a Democrat

This is a judicial ruling and interpretation of the law from the enforcement side of the administration not the judicial branch.
