its not new, ill tell ya that lol, an exact year is somthing i couldnt tell you, its a L/XL but the only thing that makes it that size is the elastic bands, and ive told people before if they want it that bad and it isnt an exact fit all they had to do is sew up the slack to your size, no biggie

I'm interested in purchasing it, are the plates interchangeable? And I'm out in west texas so is there anything we could do about that?

since its a level IIa, there is only a center chest plate. but the kevlar and chest plate are accessible, so im guessing that if you find upgrade kits from USArmour or whoever im sure you can up the protection level. and PM me and we can talk about the deal if your really intersted.
