I agree. With all Americans supposedly pulled out, I can hardly imagine a green-light for a drone strike would be given without approval of someone in the White House.

So yes, blame can be assigned to Biden IMO.

Yes, IMO you are defending Biden by making excuses why he isn't to blame. Even if any of the excuses you have opined as to Biden not being responsible, lends even further proof he has no business being president.
