Yep. And more; his political pedigree goes back to the mid-50s. Bullock was probably most instrumental in shaping a path towards a stronger State government in general. With such long tenure, not only did he know where the bodies were, he also know how they got there and who did it as well as how to make it all legal. On the other hand, Perry used patronage instead of Bullock’s intimate knowledge of the inner workings of state government (and the people behind it) as a different playbook to consolidate power.

I thought Bullock had been governor too. When I looked it up just a little bit ago, he had been the lieutenant governor instead.
