If she used the card without permission, the mother might have to press charges for theft before the credit card company will do anything. Not for sure though.

Lost everything in first marriage and paid heavy child support until I finally got custody of both my daughters when they were 10 and 11 years old. Decided to not remarry while the kids were still living with me. Single for 14 years. When I did remarry we agreed no financial co-mingling of anything. Best decisions I ever made! After 21 years we are still happily together.
The one thing not mentioned: Some people are plain ole criminals.

Recognize sociopaths depend on your love/kindness for their taking advantage.
Oh, I'm being overly harsh?
Not really.
Some people are born to be taken advantage of and sociopath's recognize this and move in for the kill...and will not stop unless YOU stop them.
I've seen this in my own family.
Pretending all people are normal, but sometimes just goooooo astray, but can be forgiven and brought back into the bosom of family...yes, some can, but some are basically criminal sociopaths.
What do do?
Recognize this and act accordingly or decide to let them take and take and take.
$4000 for Lyft?
Not only a sociopath taking advantage, a huge insult that says, I can screw you over...suckah...!
Excommunication from family forever or enjoy being taken advantage of and yes, it'll only get worse.

Just some advice about credit cards/ bank accounts:
Sign up for on line usage verification. They will text or email a code you need to enter before accessing your account on line and do transactions.
Sign up for text (and or email) notification of all charges and transactions. When I use my card I get a text in less than 30 seconds.
My wife wasn’t happy about this, but I explained to her it’s our money and I want to make sure no one else spends it before she does.

yeap. We’ve done that since. Wifey gets all the notifications on our checking account and I get the ones on our savings accounts.
credits cards we rarely use now and will be closing all but one once we close on our house.
