The lady was stupid. I would hazard a guess that those horses are trained for being around large groups of people, cars, noise and many other distractions to be able to be used in the streets of NY city.

It was apparently pretty fortunate for the two officers that the woman seemingly was unarmed and did not attack them or the horse(s) with a weapon. They seemed pretty much oblivious to the fact she was coming at them. We certainly don't need any more cops assassinated by these freaks.
