When I was in Delaware they had a process ( think they still do) for a carry permit. You had to take a class ( about $150-300), get 5 references from people in your county, put a notice in the paper with your address ( about $40-$75 depending on your zip code in the state) You also have to get passport pics ( $5-20). There were some casees years ago where people would randomly just call about people in the paper with reasons they should not have guns and finally they got caught and there was some charge like filing a false police report.
