Police Chiefs and upper management are not covered under union contracts and considered non bargaining unit members.

Yeah, but this is talking about the rogue narcotics squad under Avocado's responsibility in Houston that murdered that hippie couple and their dog. The city is ponying up for their defense.

This will be interesting and lots of blame and I have this feeling Goines is going to be the sacrificial lamb.

Unless the City is covering the expenses due to another (non-union) contractual obligation since the Chief is an employee of the city.
Usually they have a liability insurance company provide lawyers in this case but Houston is a powerhouse City and I can see why the council approved this

Well, Goines was the one who lied about the confidential informant that didn't exist, who led the unnecessary and unjustified no-knock raid, and who asked another cop to plant evidence after the fact. I wouldn't say he's any kind of sacrificial lamb, but Avocado lied multiple times about what happened to cover for the dirty cops, including claiming the male victim had fired a .357 magnum at the entry team when no such weapon was ever found at the scene. Plus, he was the chief and this bullshit was going on under his watch. He should be held liable for his multiple enthusiastic failures as well.

Yes Avocado did do all that but the City and the department along with the Feds are gearing up to make an example of Goines but keep away from Avocado. The Castro brothers are heavily protecting this guy along with Sylvester Turner and other Blue City Mayors along with Michael Bloomberg as he is also a chair member for Everytown.

Seems likely Avocado will try to run for office. Question is, statewide or federal? As evidenced earlier in this thread, there are plenty of liberal idiots who think he did a fine job as chief and would probably vote for him.

Well, that's good. Then the city is a LOT less justified in their reasoning to defend Goines...maybe it's just something they're stuck doing since he was on duty as a cop when he committed murder? I dunno. But he needs to go away forever, either in a cell or at the end of a needle.
The City of Houston isn't paying for Goines defense. The union isn't paying for it either. His defense is either pro-bono or coming out of his pocket.

The 2.95 million allocated by city council is for their defense and for Acevedo in the civil suit.

Avocado should really be on his own for that, considering it was his willful incompetence and dishonesty that created the situation. But that's not how it works for the self-styled elites.

I still suspect he was forced out from Aurora. An "interim chief" doesn't just up and leave before the position is filled unless something happened.
Acevedo came under fire from activists for his response to the June shooting of Jor'Dell Richardson, a 14-year-old Black boy, by a police officer.

There’s two civil suits against HPD by the estate. One alleges Tuttle’s 4A unreasonable search protections were violated resulting in his being deprived of life, which are violations of 42 USC 1983 and the municipality is liable because it knew there was a history of a bunch of allegations related to Goines’ excessive force and no-knock warrant practices and therefore should have investigated him, but did not.

I don’t know what the other suit is, but I’ll guess it’s Nichols’ estate doing the same thing.

All that means is that regardless of the criminal trial outcome, it’s alleged HPD (and Acevedo) knew or should have known (through complaints) that Goines was creating probable cause out of thin air to conduct illegal searches and using excessive force when executing these searches AND HPD/Acevedo did nothing to stop it.
Need to throw the judge in if they were getting shit warrants signed...

You like judges are going to throw other judges under the bus?

If they try to hit the cop with using bad warrants, they cant do that without implicating the judges that signed the warrants and I dont see that happening any more than they would allow the judges to be held responsible for when some repeat offender gets a PR bond and kills someone...

Now, lying on the affidavit will get him in some hot water I hope.

I'm sure some of it has to do with their union contract with the city.........
Police unions in Texas don't do much other that advocate and negotiate for employment compensation and see that officers get due process when in IA, they can't keep someone from being fired

If a bad cop is allowed to remain its because IA isn't doing their job, not because a "union" somehow is protecting them.

    Nah, He's done.

He got shut out of a job in Austin thanks to citizen and political uproar

He "suddenly resigned" from Aurora, Co after horsecollaring and poking someone at the courthouse or city hall (cant remember which)

And the prosecutor associated with the warrant, too. The entire system relies on absolute integrity, something that is incompatible with human behavior, especially when it comes to folks that have to be elected to office.

Sometimes, the whole thing needs to burn to the ground.

I dunno. Only people who pay attention to something besides the (D) by the name will remember that. I'm frankly amazed there was an uproar from the citizens in Austin...but I have a feeling it wasn't a huge percentage of them. Just ones who were unhappy enough to make themselves heard.

Saw a report several years from an anonymous survey done on the UT campus. Roughly 25% of women surveyed said they had been sexually assaulted. Not sure what their enrollment is, but I’m guessing 25% is a very large number.
