I have some questions about the Tracking numbers on packages. Do the tracking number contain the address information or Zip Plus 4 that postal employees can see. Is there GPS location when an item is delivered?

Here is the background . I bought something off of facebook. Not marketplace an Advertisement in my feed. I used paypal to pay made sure it was business so I would have recourse. I filed a challenge to paypal after not receiving my item after a month. I figured it was a slam dunk for me. Low and Behold they supply paypal a tracking number to my zipcode that shows the item was delivered two days ago. My claim is denied. I have informed delivery every single item I have ever gotten that has tracking showed up in my informed delivery page or the email I get. This one has not .

Do folks trade these tracking numbers on the black market or something. I guess if I can prove to Paypal that item was never intended to be delivered to me I might get my money back.

If not it is a lesson learned and I wont pay with paypal any more.

    Thanks in advance.

If it showed delivered two days ago, it may not have made it to you yet....USPS is notorious for showing "delivered" when, in fact, it's not actually delivered for 1-4 days later. What does the seller say? And a tracking number to your zipcode proves nothing on the seller's end - it needs to show that it was delivered to YOUR address.

Not exactly sure if you asked your question correctly. The parcel has the delivery address on it (Number/street/city/state/zip possibly zip+4). SO to answer your Q about address information in the tracking number, simple answer, NO. No GPS information either.
The parcel gets thrown into the mail street and scanned at major hubs along the way (You can check this by going to USPS.com , entering the tracking number and using the parcel tracking feature yourself Expand the "History" section and you will get the information.

Since, according to PayPal the parcel was delivered, as far as they can figure it, it was delivered to correct address.

Now comes the sad part in two parts - The USPS began hiring delivery employees off the street with no background check and only minimal training several years ago. These are called City Carrier Assistants). These people are non- career and for the most part only last less than 90 days. Most of these people think the Carrier job is easy (Working 12 - 14 hour days, 7 days a week in all kinds of areas and weather, most quit pretty quick once they find out the USPS works delivery people like dogs. It has become not unusual for these basically Temp employees to steal mail. Also it has become a huge business to rob Letter Carriers for the "Arrow" key (this opens all the mailboxes, collection boxes, apartment and cluster boxes in the town) and drive around stealing mail . Even making duplicate keys from sheet metal and selling on Neighborhood.
These people are under huge time pressure to hurry, hurry hurry and they pretty much just toss mail everywhere.
Part 2 - if there is a similar address number in the neighborhood, then it was probably mis-delivered there and scanned as delivered. You may have to go a hunting for the parcel, generally most people are honest about this and put it back out for correct delivery address. That can take several days to make its way back to the correct address. So you may have to go to all the street numbers in the area and knock on doors and hope someone admits to getting the parcel, or just from laziness they left it by the door to put out later.

Thank-you for that information. I asked my question that way because I think the seller provided a tracking number that has my zip code on a package not meant for me. I did track it on USPS site. it shows delivered. I do have a cluster box but my carrier has been good about putting the packages in the boxes or dropping on my porch. I do not think this is the post offices fault like I said I think the seller is scamming me. The sell has never provided me with an invoice or receipt they only provided the tracking number to paypal when I inquired about it/ Also every other time a tracked package has showed up on my informed delivery this one did not. I did file an inquiry with the Post office as well

Mailers do not choose the tracking number, those are assigned by the USPS when the parcel is mailed at PO.
In the case of high volume mailers, they do log the parcel when they apply postage but that tracking number is assigned by the postal service, otherwise there would be no way to keep those tracking numbers unique to the parcel and there could be a thousand tracking numbers like 12345K out there. Would make the tracking system impossible to work.

The USPS tracking will show delivered to your address, but that doesn't mean that's actually where it went. Maybe one of your neighbors has it. I've had USPS parcels not delivered because they couldn't get through the locked gate. Heh, I don't have a gate or even a fence. Then it shows up on my porch the next day. I have to admit tho, when it comes to tracked parcels, USPS beats UPS in my experience.

It would be difficult, if not impossible, for a sender to fake a tracking number and then have it show as delivered.

Wife sent a package, paid extra for 2 day delivery. When it wasn't delivered she called the rural post office. Was told package was too big to put in a rural delivery box so it's back at the post office. When asked why they said it costs money for gas to deliver it to the house. Asked why did she pay extra for delivery she was told they could send it back to her. What about gas for that? Next time using UPS.

My USPS delivery person is terrible and will deliver my mail to a next door neighbor or to the same house number but on a different street. I also constantly get other peoples mail with similar issue. When something with a tracking number shows delivered then it is delivered for my area though it may be delivered to another house and not mine. It's so bad I bought a Yolink wireless sensor that announces when someone opens my mailbox. If I have a traceable delivery that day, I quickly go outside and verify else I chase down the delivery person and ask.

Complaining to the post office is useless in my area. I don't believe there's some dark group tracking my numbers and stealing items. At least not yet.

I think the greater problem is incompetence and lack of giving a shit about how they do their jobs.

Am I mistaken in thinking the use of ZIP+4 would indicate delivery to the correct household/mailbox?
The +4 is very specific in what it tells the computer that sorts mail. First off, 90% of letter mail never sees a human hand except to scoop up out of a collection box, and to dump into huge rolling carts to be deposited on conveyor belts to go through orientation for being read by the electronic eye of sortation machines and facer cancelers until the carrier pulls up outside your address on mounted routes, or when they break the segment down that they will walk (called a loop).

What can not be read by machine, is shunted off to another belt, where a TV camera shows the mail to a remote computer monitor where a person reads the address and tries to decipher it, then it gets a bar code applied to the bottom front right hand corner and sometimes the backside of letter. (look for yellow or orange colored ink on back)

Every address in the USA is in the Postal Service data base, by rote, city, and or region depending on volume. The Plus 4 is read like this. - the first 2 number is what is called "Sector - Segment" That was set up back in mid 90's when USPS was breaking this system in. The Sec Seg can be a bank of apartment boxes, a floor of a high rise building, a street or several streets (depending on how many deliveries in area) The next 2 numbers segregates the mail by even odd, addresses..
] What you do not see is the "hidden" next two numbers that is the actual delivery sequence the mail is put into for what the USPS calls "walk sequence" SO,
all this data is stored on massive server farms for the USPS, is broken down to various mail processing centers by their incoming mail and outgoing mail coverage.

What is truely amazing is to see the sort plans reload on update days and the amount of time that is need to do a zip code area. Of course depending on the number of deliveries it changes. I.E. dense delivery area (large aprtments, highrises) takes a good amount of time. Sprawling rural that is less time.

So why did this tracking number not show up in my informed delivery or does not show in it now. That is my main point why I think this package was not really destined for me. I may be a conspiracy theorist but I do think that tracking numbers can be bought and sold on the dark web.

Have you gone to the USPS.com web site and entered that tracking number into the USPS data base search? If the parcel was mailed at the USPS location or through the commercial USPS web programs, it will be in the system. If the person just made up a number, it will hsow as not being able to find the number. Also make sure it is a USPS article and not UPS or FedEx .
