    Poorly phrased by me so allow me to explain what I meant more clearly: Texas makes it so there usually are two fees - one for the LTC (if they charge one and traveling to you to be qualified for free would cost more than the fee for many) and one for the qualification card which for some reason is issued by the state of Texas (which technically you do not need if you have other proof you qualified, such as the sheet signed by the instructor).. To the best of my knowledge, after speaking to someone at TCOLE and to a few LTC instructors, Texas does not allow an LTC Instructor to issue qualification cards and thus TX in essence is making most folks (who can not glet qualified for free) pay two fees. As for me, I have not been able to find an LTC who does it for free in the Texarkana area.

    If you saw my reply to the DFW guy, before I sent off the certificate of proficiency/affidavit, I made a copy of it and folded it up and put it in my wallet. I figure it could be kosher??? It does say CERTIFICATE OF FIREARMS PROFICIENCY at the top of the sheet. I figure it would only matter if I am in a location that is prohibited for LTC people and other citizens and I get into a situation where I had to fire my weapon. I figured the chances of that happening was very slim.

    It should be good because it is essentially the same as a qual card - proof that you qualified for LEOSA.

    I prefer LEOSA as I am able to go to Blue States such as California and New York with no issues as we are still recognized as LEO despite being retired. I talked with many NYPD guys and they stated their department policy considers LEOSA people the same as their retired personnel. One thing I was told is that magazine requirements are still valid so it is important to have nice ten rounder available. I do know some LEOSA Instructors in Houston area but here is the link to the State.

    A CHL Instructor can qual and sign off the TCOLE form for you. The instructor does not have to be LEOSA specific, it’s noted on the TCOLE form. Make sure you submit the latest copy of the form, as the TCOLE folks are picky about that.

    Hopefully you can find a friendly local CHL instructor to conduct your quals. Hope this helps.

    This may not apply in Texas, but here East of the Sabine, the courts have told the State that they cannot enforce any 1000’ of a school zone (not school premises) unless & until they publish maps of the exact boundaries. They never even tried to issue the maps.

    Once more, laws should be designed to both respect our constitutions and do the least harm possible.

    Unfortunately, industry lobbyists often convince state legislators otherwise .

    I am a retired Army Counterintelligence Agent (19 years). They recently amended the Act to include us as federal law enforcement.
    My understanding (so far) is that the Army issues my ID, but I need to qualify yearly on the range.
    They allow CI the same status as LE, MP, and CID now? You get LEOSA? WTF

    OP,
    TX DPS will have a LEOSA qualification in late September. You'd have to check with the Waco DPS HP captain to see if you can participate. The license is a business card-sized thing.

    We make the annual trek back home so my wife can get her requal and card. No real advantage, more than half the retirees from her agency don’t even bother. More of a “I earned it, gimme it” kinda thing

    It has been handy for me. I had to go to the Court House and didn't have to disarm. Voted twice w/o disarming, about to vote again. I went to a gun show and they asked me if I was armed, I badge'ed him and went on in.

    Too bad for the rest of us who would be committing crimes for carrying in such places. Police shouldn't be the only ones getting to carry in places like that.
