That's not how I read the language of that proposed change. That change is intended to ban demonstrations and parades carrying firearms. I don't see that applying to training.

That said, I don't like the proposed change either.

Lots of good reading about this on arfcom. Apparently most of that was already on the books. The changes about demonstrations is one of the changes, among others.

Either way a mess. Tyranny grows day by day.

It kind of sounds like they are preparing for the expected backlash of the new gun control laws. They are making it illegal for groups or militias to train to rebel against the tyranny of the obnoxious laws they will be passing.

§ 18.2-433.2. Paramilitary activity prohibited; penalty.

A person shall be is guilty of unlawful paramilitary activity, punishable as a Class 5 felony if he:

    1. Teaches or demonstrates to any other person the use, application, or making of any firearm, explosive, or incendiary device, or technique capable of causing injury or death to persons, knowing or having reason to know or intending that such training will be employed for use in, or in furtherance of, a civil disorder; or

    2. Assembles with one or more persons for the purpose of training with, practicing with, or being instructed in the use of any firearm, explosive, or incendiary device, or technique capable of causing injury or death to persons, intending to employ such training for use in, or in furtherance of, a civil disorder

The original link shows the existing law with proposed changes that are highlighted in yellow.

This "ban on training" is already in place and by my reading, has been since 1987. There's nothing new there. So "Virginia Attempting to Ban Firearms Training" is demonstrably false. Unless, of course, they try to twist the existing law to ban all forms of training. I wouldn't put that past the grabbers at all.

Read the current statutes for yourselves
