    What reason would that be?

    Because someone could drill it out (illegally) and install an auto sear (illegally) just like any other lower?

    I've got no love for the ATF or their BS.

    If they ruled on it that way, there was bound to be a good reason for it.

    I'm sure it's almost as good as the reason they ruled the upper on a FNC is the firearm. Then they ruled the lower on the FNC is actually the firearm and after that, the upper on the FNC is now once again the firearm.

    There's no way their rulings can possibly look like they blindfolded a new intern and had them throw darts at a board labeled: YES, NO, BANNED, LEGAL right?

    Did BATFE actually rule that or is it just fake-news/internet-myth??

    Would a black dot from a Sharpie on my old SP1 Colt make me a felon were it to be in that particular spot???
