Back in the 80's at least, the TABC code invited all LEO's to enforce their code. Yet you never hear of agencies doing this. Why? Anybody can smell BS laws when they come by them.
I don't know how it reads today, and don't care any longer. I rate them like the DPS. they may be sworn but they are just revenue collectors.
