I believe that would become Fort Crockett. Used through WWII, there are still remnants of it along seawall, including the concrete shore gun bunkers at the San Luis resort. During street work, archaeologists have also discovered communication tunnels running to different parts of the island. you can see the gun bunker in the lower left corner.
