HB 1177, authored by Phelan, White, Metcalf, Ashby, and Toth
Relating to carrying a handgun during a state of disaster.

This bill would allow the carry of a firearm during a state of disaster, including carry into an emergency shelter. Given the nature of Texas weather, this is an important bill to support.

The hearing on this bill is set for Wednesday, March 6, 2019 at 8:00 am before the Homeland Security and Public Safety committee. The hearing room is E2.016 in the Capitol Extension. Sign up for testifying may be done at kiosks in the Capitol or from mobile devices connected to the Capitol network.

The bill made it through the House, allowing you to carry for 168 hours during a declared disaster. The Senate got their hands on it and gutted the bill by reducing the time to 48 hours and only if during a mandatory evacuation.

There is still a chance to restore the bill to the House version. Call your Senator and tell them (politely but firmly) that this reduction is unacceptable.
