That's not really a speed reloading technique. The tactical reload is done when you're behind cover and there's a break in the action and you're just topping up the gun. Speed load - I don't care what happens to the empty magazine, push the mag release and drop the mag, or yank it out if you have to, insert the fresh mag. That gentleman used the push & tug technique to lock his mag in place and check that it was locked in - I typically grip the mag more at the bottom, I push it in place, grab the base and tug to make sure its seated. Since a speed load is usually done when the gun runs dry - after inserting the mag, slap the bolt release and send it home, and reacquire the target.
