USPS allows intrastate shipping of long arms but there are restrictions on handguns.

I have a 1983 model HK91 but I am not familiar with the PTR version.
Is the scope rail welded on or can it be removed?
Hard to tell from the pic.

I have several 'claw-mounts' for the HK and have no need for the welded mount.
