"Weapons grade plutonium" is going to be cost prohibited to possess for all but the same folks who can possess it today and who are beyond the reach of such restrictions. If you made "weapons grade plutonium" legal to possess, there wouldn't be any additional possession of it beyond who possesses it already.

As far as Claymores, why not? Is it that you don't trust yourself with them? Then you don't have to own any,
and again, the actual Claymores would be cost prohibited to the 99%. Of those 99%, the ones with nefarious intentions, would just continue to use improvised explosives as they are doing today.
